АНУ-ын Азийн сан, "Сант марал сан” хамтран иргэдийн дунд авлигын талаарх ойлголт, мэдлэг тогтоох судалгааны гурав дахийг хийж дүнгээ гаргажээ. Судалгаанд 18 болон түүнээс насны насанд хүрэгчидтай ганцаарчилсан ярилцлага хийх байдлаар 1360 өрхөөс авса байна.

Судалгаагаар авлигын талаарх ойлголтод зарим нэг томоохон өөрчлөлт гарсан байна. Судалгаанд хамрагдсан хүмүүс дээд түвшний авлигыг зөвхөн "төрийн өндөр албан тушаалтнууд”-тай холбож үзэх нь багасчээ. Сонирхолтой нь хээл хахууль өгсөн гэж байгаа судалгаанд оролцогчдын тоо буурсан хэвээр байхад хээл хахууль өгснөөс болж өрхийн нь төсөвт ноцтой хохирол учирсан гэж үзсэн хүмүүсийн тоо нэмэгдсэн байна.

Авлига Монгол Улсад тулгарч буй асуудлын жагсаалтыг гуравдугаарт орсон хэвээр байгаа бөгөөд судалгааны дүнгээр авлигын нөлөө, ач холбогдол буурч, цаашид ч бууралт үргэлжилнэ гэдэгт найдаж буй дүр зураг ажиглагджээ.

Судалгааны гол үр дүнгээс заримыг нь дурдвал,

Эрүүл мэнд, боловсрол, төрийн захиргааны байгууллагаас шударга хандана гэсэн иргэдийн хүлээлт 2013 оны 3-р сараас хойш буурсан байна.
Газрын алба, бараа үйлчилгээ худалдан авах тендер болон уул уурхай нь авлигад хамгийн их автсан салбарууд гэж тооцогдсон хэвээр байна.
Судалгаанд оролцогчдын үзэж байгаагаар "улс төр” болон "дээд түвшний авлига” хоорондын хамаарал маш их болж байна гэсэн ойлголт нэмэгдэж байна. Үүний улмаас улс төрийн намууд нь авилгалд хамгийн их өртсөн таван байгууллагын нэгт тооцогдов.
Судалгаанд оролцогчдын дийлэнх нь авлига болон дээд түвшний авлигын эсрэг хэрэгжүүлэх арга хэмжээг Авлигатай тэмцэх газар (АТГ) тэргүүлэх ёстой гэсэн олон нийтийн итгэл үнэмшил өссөн байна.
2013 оны 3 дугаар сартай харьцуулахад "хатуу шийтгэл оногдуулах нь” авлигыг бууруулах тийм ч үр дүнтэй арга хэмжээ биш гэсэн ойлголт судалгаанд оролцогчдын дунд нэмэгдсэн. Харин үүний оронд "нийтийн захиргааны ажилд төрийн хяналтыг илүү хэрэгжүүлэх” гэсэн хандлага давамгайлжээ.
Авлигын талаарх мэдээллийг хүлээн авах чадамж хүйсийн хувьд өөр байна. Жишээлбэл, эрэгтэйчүүд авлигад холбогдолтой хууль тогтоомжийн талаар илүү сайн мэддэг нь харагдаж байна гэх мэт байна. Судалгааны дэлгэрэнгүйг Авлигын талаар ойлголт тогтоох судалгаа 2013 №3-аас сонирхоорой.

АНУ-ын Азийн сангаас Олон улсын хөгжлийн агентлагын санхүүжилтээр хэрэгжүүлж буй Засаглал, ил тод байдлыг дэмжих төслийн хүрээнд дээрх судалгааг 3 дахь удаагаа хийгээд байгаа юм. Хагас жилийн дараа 4 дэх судалгааг хийх ажээ.
