Төрийн худалдан авах ажиллагааг энэ онд бүрэн цахимжуулж, олон нийтийн хяналт дор ил тод, авлигагүй, шударга явуулахаар Шинэчлэлийн Засгийн газар зорьж байна. Нээлттэй "шилэн” тендерийн бэлтгэл хэрхэн хангагдаж байгаа талаар ээлжит "Бүтээн байгуулалтын цаг”-аар Худалдан авах ажиллагааны газраас танилцууллаа.

Монгол Улсын хэмжээнд 2014 онд 1,1 их наяд төгрөгийн төсөвт өртөгтэй 259 төсөл, арга хэмжээний худалдан авалт зохион байгуулна. Үүний 129-ийг Худалдан авах ажиллагааны газар, үлдсэн тендер шалгаруулалтыг яамд хариуцан явуулах юм. Өнгөрсөн онд 192 төсөл арга хэмжээний 413 багц тендер зохион байгуулсан нь 94 хувийн гүйцэтгэлтэй байна. Эдгээрийн 20 гаруй хувийг цахим хэлбэрээр явуулсан бол энэ онд бүх тендерийн 80 хувиас доошгүй хувийг цахим байдлаар зохион байгуулахаар төлөвлөж байна. Үүнээс гадна төрийн байгууллагуудын урсгал зардлын шинжтэй бараа бүтээгдэхүүний худалдан авалтыг ил тод болгох цахим дэлгүүрийг 4 дүгээр сарын 1-нээс ажиллуулж эхэлнэ.

Тендерийн урилга, явц, үр дүнгийн мэдээллийг иргэдийн гар утсанд хүргэх, тендерт оролцогчдын ирүүлсэн саналыг вэб сайтад нээлттэй мэдээлэх, үнэлгээний хорооны бүрэлдэхүүнийг санамсаргүй сонголтоор сонгож байгуулах, цахим гарын үсэг хэрэглэх гэх мэтчилэн ил тод байдлыг дэмжсэн зохицуулалтууд хийж байна гэж Худалдан авах ажиллагааны газраас мэдээллээ.

Тендер шалгаруулах ажиллагаанд тавих иргэд, олон нийтийн хяналтыг сайжруулахын тулд үнэлгээний хороонд тэдний төлөөллийг заавал оролцуулдаг болж байгаа юм. Үнэлгээний хорооны бүрэлдэхүүнийг санамсаргүй аргаар сонгох системд шилжиж байгаатай холбогдуулан иргэний нийгмийн байгууллагуудын бүртгэл гаргаж байна, иймд үнэлгээний хороонд орж ажиллах саналтай төрийн бус байгууллагууд хүсэлтээ ирүүлж бүртгүүлээрэй гэж ХААГ-аас зарлалаа.

Ажил нь урагшилж байгаа энэ мэт шинэчлэл, явцын бэлтгэлээс гадна Засгийн газрын түвшинд бодлогын зохицуулалт хийх шаардлагатай чухал асуудлууд ч байгааг тус газрынхан хэллээ. Жагсаалт батлагдсанаас хойш 10 хоногийн дотор тухайн төслүүдийн зураг төсөл, техникийн тодорхойлолт, ажлын даалгавар зэрэг холбогдох мэдээллийг мэргэжлийн байгууллагууд ирүүлсэн байх ёстой. Энэ ажил хугацаа хоцрох эрсдэлтэй байна. Худалдан авалт явуулахад аж ахуйн нэгжүүдээс шаарддаг элдэв лавлагаа мэдээллийг төрийн байгууллагууд шууд солилцдог болохын тулд төрийн байгууллагуудыг нэгдсэн цахим системд бүрэн холбож эхэлсэн. Үүнтэй холбогдуулан бодлогын зарим зохицуулалт хэрэгтэй байна гэж ХААГ-аас танилцууллаа. Тулгамдсан эдгээр асуудлаа энэ долоо хоногийн Засгийн газрын хуралдаанаар оруулж хэлэлцүүлэн яаралтай шийдвэрлүүлэхийг ЗГХЭГ-ын дарга Ч.Сайханбилэг ХААГ-т даалгалаа.
